Because NT is a Domain consisting of Controllers that authenticate the "Domain" But if you edit the LMHosts file you can get it to use a server in particular to try and authenticate with first! If the server is busy or down the PC will look elsewhere for a DC! This works, I use it on my network.

The only trouble I have had is keeping the lmhost files up to date. You can modify logon scripts to make sure that all yuor systems have the correct file. An lmhost file will work. However, there is an easier way if you are using NT Workstation. If DC1 does not respond, it will try DC2, etc. If you are unable to find this utility, post a comment here and I will send it to your email address as a file attachment.

We do have different sites, and the client machines who are experiencing the problem are indeed within the local site's defined subnet, yet for some reason a few of these machines use a DC which is located in a different site instead of the local DC.
