Windows 7 has long been removed from normal sale and about your only option is to buy an OEM pack from a trusted on-line reseller.

Be very wary of what you buy and where from especially "key only" offerings, Microsoft never themselves provided Windows 7 as a electronic delivery product because you need that CoA label to be legitimate.
